TEMPLETON, CALIF. — JOHN EDWIN SCRUBY, 72, manufacturer of tin soldiers and authority on war games, died Tuesday. Scruby began making tin soldiers in his garage about 1955 and began publishing a war-game magazine in 1957. He was considered one of the founders of war gaming and developed rules for the games of skill and strategy.
