Jerome Congleton was a banker. He was a student at the New York Law School and was admitted to the New York State Bar in 1899. Member of the law firm of Congleton, Stallman & Hoover from 1917 until his death and President of the United States Trust Company of Newark from 1933 until his death. He was an Alderman of the City of Newark from 1906-11 and corporate counsel from 1917-1928. He served as Mayor of Newark from 1928-33. He was a member of the Essex County Tax Board from 1910-17. He was a member of the Republican Party and was affiliated with the Methodist Church.
